Prime Minister Rumen Radev outlines cabinet’s tasks and orders to examine ministries’ overall performance

Prime Minister Rumen Radev outlined the major goals and tasks for the new cabinet and for each cabinet minister at the opening of the first cabinet sitting today. Along with the reform of the Judiciary and the fight against corruption, the Prime Minister emphasized the saving of the funds under the Recovery and Resilience Plan (RRP) and priorities in healthcare, education, transport infrastructure and the improvement of the business climate in Bulgaria. However, for these priorities to materialize, it is necessary to have a full picture of the state of the country. To this end, the Prime Minister assigned to the ministers to make a detailed analysis of their portfolios and to make it within a short time, with an emphasis on the financial condition and a check to show whether problematic contracts, overstaffing and public procurement exist. Drawing on the findings of the analyses, the government will decide how to draw up the national budget which will be an outcome of what was found in each ministry. I draw attention to the unseen deficit, covered up expenses, unsettled invoices that are stored in drawers – all this must be taken out in a priority order so that the Minister of Finance may know after all how to carve the budget, Rumen Radev said.

 

We are committed to our program to dismantle the oligarchic model – this means an energetic and resolute government that can be a driving force in the fight against corruption, the Prime Minister said further. He emphasized the importance of an independent prosecutor’s office and of a new Supreme Judicial Council in place. For its part, the government will focus on the suppression of corruption-driven crimes and the violation of the law. “This will go in parallel with our efforts and together with the National Assembly in the election of a new, independent and legitimate Prosecutor General,” Rumen Radev said. Along with that, the Prime Minister was firm that the reform of the Judiciary is not limited solely to the replacement of the Prosecutor General. In this context, the cabinet is about to submit to Parliament its proposals for a comprehensive reform of the Judiciary so that there will be more justice, faster, better reachable and fairer dispensation of justice in Bulgaria.

 

We are committed to work to change the business climate in Bulgaria – to attract more investment, to boost digitalization, to offer a greater number of e-services and to reduce regulations, Rumen Radev said. Further, the Prime Minister emphasized the need to speed up the modernization of the Bulgarian Army. Regarding the operation of the Ministry of Interior, Rumen Radev emphasized the fight against crime and against the road war. Drug trafficking among young people is a threat to our national security, he went on to say.

 

Vis-à-vis Bulgaria’s foreign policy, the Prime Minister emphasized the need to ensure that it be more constructive and uphold the national interest in the alliances of which Bulgaria is a member.

 

As regards education, Prime Minister Rumen Radev singled out as a priority the improvement of the functional literacy of the younger generation for the sake of their future career development.

 

The speedier completion of the National Pediatric Hospital will be one of the priorities in healthcare. In addition, Rumen Radev pointed out the elimination of abuses in the health sector. “The shameful business with medicines thrust upon patients and their relatives is no longer to be tolerated,” the Prime Minister said firmly.

 

A top priority that the Prime Minister singled out was the assurance of social payments to the most vulnerable groups in the community. Without solidarity, the social fabric disintegrates very quickly, Rumen Radev said.

 

Transport and infrastructure were among the cabinet’s leading tasks. The cabinet will work to increase connectivity by, inter alia, opportunities for public-private partnerships.

 

In the energy sector, work will proceed in a way to ensure maximum utilization of domestic resources, to give more autonomy, security, reliability and affordability of electricity bills for both businesses and Bulgarian people.

 

Prime Minister Rumen Radev highlighted the importance of food security and the supply of Bulgarian products to the table. A start will be given to a process to increase Bulgarian production and to protect domestic producers.

 

I expect that we will find a balance between business, production and the environment and faster solutions to the issue with the garbage that is dumped in the open and pollutes the environment, Rumen Radev said further.

 

Also, the Prime Minister gave prominence to the importance of the development of Bulgarian culture, cultural and historical heritage and tourism. One of the priorities in the field of sports will be mass sport for Bulgarian children.
