Today, the European Commission approved the amendments proposed by Bulgaria to the Recovery and Resilience Plan, as well as the projects and reforms included in the REPowerEU chapter.
Renegotiating the Plan was one of the government’s most important goals, as its implementation had been blocked due to a number of factors, including the changed environment for carrying out the planned measures. The adopted changes are expected to facilitate the Plan’s implementation and provide the conditions necessary for its successful completion.
The amendments envisage a significant simplification of the requirements related to the achievement of milestones and targets included in the reforms and investments, the elimination of intermediate targets, and the merging of stages. The number of milestones and targets has been reduced from 321 to 259, while the number of payments under the NRRP (National Recovery and Resilience Plan) has been decreased from nine to five.
Investments or parts of investments that cannot be completed within the eligible expenditure timeframe have been removed from the NRRP, and in their place, new investments have been proposed in the fields of energy efficiency and transport connectivity, along with an expanded scope of some existing measures.
In addition, the approval of the REPowerEU chapter enables Bulgaria to benefit from additional resources provided by the European Commission amounting to €479 million. These funds will support measures to address energy poverty, foster the liberalization of the electricity market, and promote the deployment, storage, and use of renewable energy.
The Plan retains its strong focus on the green transition—with 49% of the funds allocated to climate-related measures—as well as on the digital transition, with 20.6% of total expenditure dedicated to measures aimed at accelerating digitalization.
The Council of the European Union has four weeks to review and approve the European Commission’s assessment.
